
Numeracy Consultants offers four free K–5 math intervention programs:
• Primary Numeracy Intervention Program — Kindergarten through Grade 3. Covers counting, addition, subtraction, place value, and numeral identification.
• Word Problem Intervention Program — Kindergarten through Grade 5. Teaches schema-based problem solving across all four operations.
• Multiplicative Thinking Intervention Program — Grades 3 through 5. Builds multiplicative reasoning from grouping and arrays through proportional thinking.
• Fractional Reasoning Intervention Program — Grades 3 through 6. Addresses fraction misconceptions from Grade 3 concepts through Grade 6.
All four programs are free at Level 1 and designed to work within any MTSS or RTI framework.
Yes — completely free, with no credit card or payment required. Each Level 1 program includes the diagnostic assessment, instructional framework, supporting learning materials, and partial access to the eLibrary. The Primary Numeracy Program includes over 100 free resources. The Multiplicative Thinking Program includes over 50. A paid upgrade is available for full eLibrary access — the complete lesson library for each program. The free materials are sufficient to begin implementing the program with students right away. Many school pilot with the free materials before they ever spend single dollar on the upgrades.
Each program is accessed through a free recorded training webinar — no account, login, or registration needed. You watch the training at your own pace and receive a download link for all free materials at the end. Training lengths are: Primary Numeracy (2 hours), Word Problem (2 hours), Multiplicative Thinking (2 hours 45 minutes), and Fractional Reasoning (2 hours 10 minutes). All trainings are on-demand and can be paused or rewatched at any time.
No. The free Level 1 materials — assessment, framework, supporting resources, and partial eLibrary access — are everything you need to get started. Additional lesson libraries are available for purchase for teachers who want the full eLibrary, but they are never required to use the program.
Level 1 (free) is the foundational training that includes the program, assessment, and all core materials. Level 2 ($85) is an intermediate on-demand course covering in-depth assessment scoring, instructional frameworks, and sample lessons. Level 3 ($175) is an expert course focused on student grouping, differentiation, individualized lesson planning, and advanced progress monitoring. Most teachers start with Level 1 and decide on Level 2 or 3 based on how deeply they plan to implement.
Yes. Numeracy Consultants conducted a four-year field study (2015–2018) tracking 55 at-risk students in Grades 1–3 who received the Primary Numeracy Intervention Program for a minimum of 12 weeks. 73% of students who made progress on the Primary Numeracy Framework also met or exceeded their individualized RIT growth goals on the NWEA MAP Assessment.
